Agency bureaucrats are among those sometimes labeled policy entrepreneurs in studies of the policy process: individuals whose energy resourcefulness and tenacity drive policy innovation. But little is known about why some bureaucrats are more politically activethat is entrepreneurialthan others. This paper applies a theory of human motivation to explain bureaucratic political action in the law enforcement profession.
