The reason it works is perhaps because it provides an influx of blood flowing from your eyes. This contributes to flash rapidly respond to both of these problems because of the overwhelming surge in blood to the eyes (which are fed with nutrients) as well as strengthening your hair that makes better use of blood.
So if you did blink rapidly for one minute at a time for a total of 5 times per day, your vision will improve. You will notice an improvement after only 1 minute. However, this improvement is transient to begin with.
You will see the improvement immediately. This should provide a motivation for you to resume the rapid eye blinking so that the best vision becomes permanent with repeated eye exercises.
So does the eye blink rapidly for five minutes a day, one minute at a time. You can make 5 minutes, just in a line or spread them throughout the day. It does not matter. Just take 5 minutes each day. You will be rewarded by the sight improved.
