Flood is defined as : A general and non-permanent condition of partial or complete inundation of routinely dry land areas from ( 1 ) the overflow of inland or tidal waters ( 2 ) the unusual and fast accumulation or runoff of surface waters from any source ( three ) mudslides or mudflows that are proximately caused by flooding. That suggests that if the river or lake next to your place floods your home then a flood has happened, but if a pipe bursts and floods your home then a flood has not occurred.
It is important to grasp the difference. If a pipe burst and floods the home the pipe is not covered but the damaged caused by the flooding water is covered.
Everybody thinks of New Mexico has a dry desert with little need for flood insurance. The problem is that New Mexico is very at the mercy of flash floods. Similarly if a drainage system isn’t property maintained it can cause serious problems. I’m living in the town of Farmington and last year there was some heavy damage caused by a rain shower. The town had not correctly maintained a culvert and the arroyo overfilled and flooded Main Street. There was heavy damage to several of the local companies in the area.
