This weekend the United Nations Security Council continued its emergency session in order to address the issue of sanctions against the Libyan government headed by dictator Moamer Khadhafi. In such matters, it is not uncommon for the U.S. ambassador to the U.N. to take a leadership role in formulating such a response to the violence and destruction in a country in bloody turmoil.

However, as time goes by, more and more Americans are realizing that a second-stringer is in charge — at least at the United Nations building in New York City, a/k/a The Beast on the East River (the title of Nathan Tabor’s provocative book).

On Saturday, during reports about Middle East unrest not only in Libya but also in Bahrain and other Arab nations, America’s top U.N. representative was as silent as she was absent.

Rice also failed to speak out when Libya was elected to the U.N.
